Master Public Lecture by Prof. Robert S Kaplan

Pas buka2 isi timeline di twitter, tiba-2 ada salah seorang teman (@boyvpurba)  merituit tentang Kuliah Umum dari Prof. Robert S Kaplan. Secara Robert S Kaplan merupakan salah seorang pakar manajemen yang namanya sudah mendunia, dan buku karangannya menjadi buku referensi saat saya kuliah S1, tentunya saya jadi penasaran pengen melihat langsung dan mendengar paparan ilmu dari si penulis buku The Balanced Scorecard itu. Maka esok harinya saya browsing tentang kuliah umum tersebut, akhirnya dapatlah nomor kontak panitia yang bisa dihubungi, dan ternyata beliau sudah mempublikasikan acara tersebut di akun twitternya.

Setelah bertelfon dengan panitianya, ternyata untuk dapat ikut kuliah umum tersebut harus mengirimkan Motivation Letter karena kursi yang tersedia terbatas. Hmmm…sedikit repot memang, apalagi saya belum berpengalaman membuat motivation letter dalam bahasa Inggris. Akhirnya saya meminta bantuan teman ( @ratna_mutia ) yang kebetulan lolos seleksi beasiswa dual degree dr DJP, which is sebelumnya sudah pernah membuat motivation letter dalam bahasa Inggris.

Berbekal contekan dari motivation letter-nya teman saya tersebut dan sedikit ilmu tentang Balance Scorecard (BSC) yang saya dapat dari internet, jadilah satu halaman motivation letter yang jadi syarat kuliah umum-nya Prof. Kaplan. Walaupun cuman satu halaman, tapi tersirat 1 juta harapan untuk bisa lolos ikut kuliah umum dari si master-nya BSC. *pray *pray *pray *pray *pray *pray and so on. aaaaaamiiiin…

Being part of a developing country like Indonesia, witnessing the problems that its citizen faces everyday from poverty to illiteracy, I grew up with a strong will to give a contribution to the country. To be a civil servant to serve the country and its people is an ideal job for me, because the Ministry of Finance, and more especially the Directorate General of Taxes (DGT), has a very strategic role in collecting tax revenue to supply most of the nation’s budget to run the country in order to provide facilities for the citizens and promote their prosperity and welfare.

Organizations in the Public Sector face unique challenges when it comes to managing performance and effectively executing strategic plans. Legislative reforms, regulatory issues, changing political influences, and regularly rotating leadership are just a few of the complexities that can affect Public Sector entities. Strategy Excecution is an essential part of the bureaucratic reformation process for DGT to achieve its vision on becoming a government institution that implements a modern tax administration system that is effective, efficient, and trusted by the public with high integrity and professionalism.

Balance Scorecard is a strategic performance management system for the whole organization to balance financial and non-financial views of organization performance. The environments of public and non-profit organizations have changed dramatically in the last 10 years, as a result of oil crises, changing values, taxing limits, privatization moves toward information and service-based economics, volatile macroeconomic performance, and so on. I interest in learning how to use a balance scorecard in a managing-for-result environment and to understand how a scorecard system can help align organization effort with strategy.

Prof. Robert S Kaplan is Baker Foundation Professor at Harvard Business School and one of the world’s most influential management thinker who created the concept and tool of Balance Scorecard that has been adopted by thousands of private, public, and nonprofit enterprises around the world.

Balance Scorecard and strategy mapping have provided a framework to help organizations describe the strategy. These are flexible enough to handle changes that will support and maximize DGT’s overall performance in collecting tax revenue to achieve an independent state budget. This encourages me to join the master public lecture by Prof. Robert S Kaplan, take a more knowledge about strategy execution in public and nonprofit sector with strategy maps and scorecards to accelerate bureaucracy reform , and become part of DGT reformation of bureaucracy.
